The governments of Canada's four easternmost provinces have spent the past year enrolled in the COVID-19 gifted program. Their early, aggressive action to suppress the virus and keep it down, allowing their economies to largely reopen, puts them on a par with the world's most successful curve crushers, from Austrialia and New Zealand to Japan and South Korea.

Mr. Speaker, let me take this opportunity to acknowledge and congratulate the residents of Portapique for their leadership, their strength and their resilience over the last 12 months. They have been harmed and hurt by the tragic events of April 2020 when 13 members of their community lost their lives. They bare scars that may never heal, but they have come together to strengthen and celebrate their sense of community spirit.

The Portapique Community Build Up Project was launched by the residents last year and it has become an important part of the healing process. It sees neighbours working together to renovate and expand the 200 year old community hall. It sees the development of sports fields, children’s playground, walking trails, multi-purpose courts, picnic area, and floral gardens. It has become a gathering place that embraces a sense of safety and community identity. It sees partnerships and support from organizations like the Boys and Girls Club in Truro, the MacPhee Centre for Creative Learning in Dartmouth, the Lawrencetown Education Centre, the Rotary Club of Truro, the Municipality of Colchester and the Provincial Department of Communities, Culture & Heritage to name a few.

They have established the We Rise Again Fund to accept donations to support the project. Many individuals and organizations have been generous. They understand the purpose and in the words of one donor “it just feels good”.

I commend the community members for their bold initiative. In the midst of those tragic events, they will not let that define their community. This Build Up Project is such a beautiful way to honour and remember those 13 special souls who will always be in our hearts and minds.

Salvation Army NSCR Fund

The Nova Scotia COVID Relief (NSCR) Fund was established by the Government of Nova Scotia from the Federal Safe Restart Agreement in April 2021. The $3.5 million fund supports low-income Nova Scotians who are struggling to pay their home heating or electric bill as a result of income loss due to the COVID-19 pandemic. This program is administered by The Salvation Army.

The Fund provides one-time assistance to help Nova Scotians with their home heating costs or electricity bills. Each household may be eligible for up to $400 in support.

Vacc time

Our government is on track to give every person who wants a COVID-19 vaccine in Nova Scotia their first dose by the end of June. Health-care workers, staff and residents of licensed long-term care facilities will be fully vaccinated by the end of April.

We are implementing a flexible model of vaccine delivery, using community clinics, pharmacy clinics, primary care clinics, outreach clinics and mobile clinics. By May, we will be able to administer about 86,000 doses per week. Most Nova Scotians will continue to receive their vaccine when they become eligible by age and based on anticipated vaccine supply.

By this fall, every four-year-old in Nova Scotia will have access to pre-primary. This is, and has been, an incredibly important investment in the future of our youth.

Pre-primary will be expanded to 48 remaining school communities this Sept. 2020
Which specific schools will offer pre-primary will be determined by the regional centre for education or CSAP
This completed expansion will bring the total to 253 school communities across NS offering pre-primary
Last year (2018-19) more than 4,550 four-year-olds registered for the program
Busing will also be available to all eligible pre-primary children come this September
More than 30 sites offer Before and After programs as well
With a focus on access to transportation this year, government will then look at how to expand the Before and After program

This program provides a 50% rebate of Residential Municipal property taxes paid for 2018,up to $800.To be eligible, you must have received, or be eligible to receive, the Guaranteed Income Supplement(GIS) or the Allowance in 2019.
